Abstract:

The writer challenges the belief expressed in previous articles that birth control and family planning programs must be a part of general health care systems. It would be better to make such items as condoms and birth control pills available to many people for whom the total health package is inaccessible. Greater accessibility of birth control methods enhances the chance for improved health care generally.
