    UNESCO's commitment to youth: the Youth Forum.

    UNESCO's involvement in the field of youth stems from the creation of the organization in 1946. After the Second World War, UNESCO (with only 20 Member States at that time) helped organize international volunteer youth work camps to aid in the reconstruction of Europe. Almost fifty years later in November 1996, 186 Member States at the 29th Session of the UNESCO General Conference reaffirmed and stressed their unanimous commitment to youth as a priority for the whole Organisation. The current policy, i.e. the promotion of 'youth' as a mainstreaming issue of the Organisation in all its activities, is guided by the World Action Programme for Youth to the year 2000 and beyond, adopted by the United Nations General Assembly in 1995. It has also been inspired and informed by a number of recommendations, declarations and plans of actions of diverse regional and international youth meetings and forums held in recent years.     Report of the Working Group on Traditional Practices Affecting the Health of Women and Children.

    The results of the working group on traditional practices affecting the health of women and children as presented during the 42nd session of the UN Commission on Human Rights are reported. Among the various traditional practices identified was the problem of female circumcision. Several aspects of female circumcision were explored; namely, the definition of female circumcision, forms of female circumcision and the age at which it is carried out, origins and scope of the phenomenon, evolution of the problem, countries practicing female circumcision and reasons for the practice, effects on physical and mental health of women and children, and measures undertaken for the eradication of female circumcision at the regional, national and international levels. Conclusions that were drawn from available data and the recommended actions to abolish female circumcision are presented.

    Lessons learned: providing communication technical assistance in FGM programs.

    This document relays 10 lessons learned in providing communication technical assistance in programs designed to eradicate female genital mutilation (FGM). 1) The community must identify FGM as an issue they are interested in working on, and the local implementing agency must request technical assistance. 2) Agencies providing technical assistance to FGM eradication programs must avoid high visibility. 3) Technical assistance is most appropriately given by local staff living and working in the particular country. 4) International agencies should strengthen the skill base of their local counterparts so the local groups can acquire the necessary communication skills to work toward eradication. 5) The local implementing organization must conduct research to guide the intervention and the target communities must be involved in designing the interventions. 6) Interventions must be very local in nature and design. 7) Workshops provide good settings for providing technical assistance and training. 8) Local-level project staff need assistance in skills training and individual-level support to deal with their sense that they are betraying their own culture. 9) Skills training helps local staff work through individual behavior change issues in order to help communities adopt behavior changes. 10) The process of behavior change takes time and requires continuity. Donors and local implementing agencies must understand that it may take as long as a generation to eradicate FGM.

    The risk-taking and sexual experimentation norms of adolescence place adolescents at risk of AIDS and other sexually transmitted diseases of increasing prevalence. Young people experience high rates of unwanted pregnancy and unsafe abortion, and others prostitute themselves and/or are sexually abused by adults and/or peers. While it is imperative that the reproductive and sexual health needs of youths be addressed and met, most societies around the world fail to meet service demand. Moreover, adults typically fail to convey clear and unbiased messages to adolescents about sexuality. Adolescents need to be empowered to make their own decisions about their individual sexuality. Messages and care about sexuality should realistically endorse sex as a natural and enjoyable part of life. A 4-day workshop on youth and sexuality was jointly organized by the French Foundation International Children Center (CIE), the International Planned Parenthood Federation (IPPF), and the German Agency for Technical Cooperation (GTZ). It was held as a forum in which experiences from projects involving or addressing youths in various countries with different economic, cultural, and religious environments and in various settings could be shared and analyzed. It is hoped that workshops proceedings will ultimately help in the development of strategies to expand and improve services for youths worldwide. This publication of workshop proceedings includes abridged versions of the 14 papers presented, main issues addressed in the plenary and working group discussions, participant recommendations, and open questions which will require further research in the future. Youth, culture, and sexuality, baseline research, service delivery, sexuality education, evaluation, and policy issues of program development are considered, followed by a description of the organizations and a participant list. Authors may be contacted directly for additional information should the reader be so inclined. Furthermore, CIE, IPPF, and GTZ invite reader feedback on the publication.
