Presented at the All-Africa Parliamentary Conference on Population and Development, Harare, Zimbabwe, May 12-16, 1986. 9 p.The 1st census of Zaire, in July 1984, indicated that the population of 30 million was growing at a rate of at least 2.3%/year. The crude birth rate was estimated at 46/1000 and was believed to be higher in urban areas than in rural because of better health and educational conditions. The crude death rate was estimated at 16/1000 and the infant mortality rate at 106/1000. 46.5% of the population is under 15. The population is projected to reach 34.5 million in 1990, with urban areas growing more rapidly than rural. Zaire is at the stage of demographic transition where the gap between fertility and mortality is very wide. The consequences for national development include massive migration and rural exodus, unemployment and underemployment, illness, low educational levels, rapid urbanization, and increasing poverty. In the past decade, Zaire has undertaken a number of activities intended to improve living conditions, but as yet there is no explicit official policy integrating population and development objectives. In 1983, the Executive Council of Zaire organized a mission to identify basic needs of the population, with the assistance of the UN Fund for Population Activities (UNFPA). In 1985, the UNFPA developed a 5-year development plan. The UNFPA activities include demographic data collection, demographic policy and research, maternal-child health and family planning, population education, and women and development. In the area of data collection, the 1st census undertaken with UNFPA help has increased the availability of timely and reliable demographic data. The vital registration system is to be improved and a permanent population register to be developed to provide data on population movement. A National Population Committee is soon to be established to assist the Executive Council in defining a coherent population policy in harmony with the economic, social, and cultural conditions of Zaire. Demographic research will be conducted by the Demographic Department of the University of Kinshasa and the National Institute of Statistics. A primary health care policy has been defined to increase health coverage to 60% from the current level of 20%. Zaire has favored family planning services integrated with the primary health care system since 1979. At present 2 components of the Desirable Births" program are underway, the Desirable Births Service Project undertaken in 1983 and the Rural Health Project undertaken in 1982, both executed by the Department of Public Health with financing provided by US Agency for International Development. The RAPID (Resources for the Analysis of the Impact of Population on Development) program has been used since 1985 to inform politicians, technicians, and planners. Efforts have been underway since 1965 to include women in the development process, and a new family code is being studied which would give better protection to some rights of women and children.

(FAO Project INT/86/PO8)The objectives of this activity module for community groups, produced by the Food and Agriculture Organization (FAO) of the UN, include developing an awareness of the relationships between population factors and employment, income, and the quality of life. Also examined are factors that influence decisions about rural-to-urban migration and how development and utilization of resources may increase future employment opportunities. The basic concepts of the relationship between rapid population growth and land use and between lessened employment opportunities and crime, are illustrated through 3 activities. Activity 1 instructs a group leader on conducting a group discussion on the employment/income expectations of the members. Subjects covered include lack of experience, lack of training, lack of capital, lack of education, and sexual stereotypes, all of which hinder productive employment. Activity 2 is designed to provoke discussion about rural-to-urban migration by having participants draw the house they would like to have someday. In the 3rd activity, an income-generating project for a youth group--making roofing tiles from rubber tires--is planned and implemented. Background information about the aims and objectives of each activity, and how it relates to African life, is provided for the group leader.

(CE 92/12)This report shows how demographic information can be analyzed and used to identify and characterize the groups assigned priority in the Regional Plan of Action and that it is necessary for the improvement of the planning and allocation of health resources so that national health plans can be adapted to encompass the entire population. In discussing the connections between health and population characteristics in the countries of the region, the report covers mortality, fertility and health, and fertility and population increase; spatial distribution and migration; and the structure of the population. Focus then moves on to health, development, and population policies and family planning. The final section of the report considers the response of the health sector to population trends and characteristics and to development-related factors. The operations of the health sector must be revised in keeping with the observed demographic situation and the projections thereof so that the goal of health for all by the year 2000 may be realized. In several countries of the region mortality remains high. In 1/3 of them, infant mortality during the period 1980-85 exceeds 60/1000 live births. If measures are not taken to reduce mortality 55% of the population of Latin America in the year 2000 will still be living in countries with life expectancies at birth of under 70 years. According to the projections, in the year 2000 the birthrate will stand at around 29/1000, with wide differences between the countries of the region, within each of them, and between socioeconomic strata. High fertility will remain a factor hostile to the health of women and children and a determinant of rapid population growth. Some governments view the present or predicted growth rates as excessive; others want to increase them; and some take no explicit position on the matter. The countries would be well advised to assign values to their birthrate, natural increase, and periods for doubling their populations in relation to their development plans and to the prospects for improving the standard of living and health of their populations. An important factor in urban growth is internal migration. These migrants, like some of those who move to other countries, may have health problems requiring special care. Regardless of a country's demographic situation, the health sector has certain responsibilities, including: the need to promote the framing and adoption of population and development policies, in whose implementation the importance of health measures is not open to question; and the need to favor the intersector coordination and articulation required to ensure that population aspects are considered in national development planning.
POPULI. 1987; 14(1):39-47.This reevaluation of the demographic transition theory of Notestein (1945) presents a view of developing countries trapped in the 2nd stage and unable to achieve the economic and social gains counted upon to reduce births. Among the half of the world's countries that have not yet reached the demographic transition, 5 regions have growth rates of 2.2% or more yearly, or 20-fold per century, a are unable to prevent declining living standards and deteriorating ecological life-support systems. These are Southeast Asia (except Japan, China, and possibly Thailand and Indonesia), Latin America, the Indian subcontinent, the Middle East and Africa. In these countries, death rates will begin to rise, reversing the process of demographic transition. Examples of this phenomenon include 7 countries in West Africa with deteriorating agricultural and fuelwood yields, such that a World Bank study concluded that desertification is inevitable without a technological breakthrough. The elements of the life-support system, food, water, fuelwood and forests, are interrelated, and their failure will create "ecological refugees." When economic resources of jobs and income are added to biological resources, conflict and social instability will further hamper implementation of sound population policies. For the 1st time, governments are faced with the task of reducing birth rates as living conditions deteriorate, a challenge requiring new approaches. There are examples, such as China, where broad-based, inexpensive health care systems and well-designed family planning programs have encouraged small families without widespread economic gains. The most needed ingredient is leadership.
[Democracy, migration and return: Argentinians, Chileans and Uruguayans in Venezuela] Democracia, migracion y retorno: los Argentinos, Chilenos y Uruguayos en Venezuela.

(Documento de Trabajo No. 29)Data from national censuses, migration registers, and the migration survey of 1981 were used to estimate the volume of migration from Chile, Argentina, and Uruguay to Venezuela in the past 35 years as well as the number returning to their countries of origin through programs established by international agencies. Immigrants from the 3 countries to Venezuela have in the past been a tiny minority. In 1950, they numbered just 1277 persons and represented .59% of persons born abroad. They were enumerated at 5531 in the 1961 census, at 8086 in the 1971 census, and at 43,748 in the 1981 census. In 1981, they accounted for 4.1% of the foreign born population. Between 1971-84, 13,074 Argentinians, 23,907 Chileans, and 6947 Uruguayans entered Venezuela. From 1971-79, 45,848 immigrants from the 3 countries entered Venezuela, with 13,000 more entering than exiting in 1978 alone. 1973-78 were years of economic prosperity and progress in Venezuela. From 1980-84, as economic conditions deteriorated, almost a quarter of a million persons left Venezuela, including 129,834 foreigners and 107,321 Venezuelans. About 2000 persons from Chile, Argentina, and Uruguay left Venezuela in the 5-year period. To determine whether the reemergence of democracy in Argentina and Uruguay in the 1980s had prompted the return of migrants from these countries, the subpopulation returning with the aid of 2 international organizations was studied. The records were examined of all individuals returning to the 3 countries between January 1983-June 1986 with the assistance of the Intergovernmental Committee for Migration or the UN High Commission for Refugees. 462 women and 395 men were repatriated during the study period. 46.4% of those repatriated were 20-49 years old and 39.7% were under 20. About 60% of the Uruguayans but only about 25% of the Argentinians and Chileans were assisted by the UN High Commission for Refugees. The crude activity rate was 52.2% for repatriated men and 34.2% for repatriated women. Activity rates were 58.4% for Uruguayans, 48.7% for Argentinians, and 48.0% for Chileans. The repatriation was highly selective; 79.5% of Chileans, 74.3% of Argentinians, and 67.4% of Uruguayans declared themselves to be professionals, technicians, or related workers. Of the 857 persons repatriated from Venezuela, 550 went to Argentina, 196 to Uruguay, and 107 to Chile. An additional 4 Chileans went to Sweden. The Argentinian colony in Venezuela has shrunk and will probably continue to do so, the Chilean colony has not declined and may actually grow because of economic and political conditions in Chile, and the Uruguayan colony has hardly declined, suggesting that immigration is continuing.
In: Migration and development in the Caribbean: the unexplored connection. Boulder, Colorado, Westview Press, 1985. 321-47. (Westview Special Studies on Latin America and the Caribbean.)Although emigration from the Caribbean has long been viewed as beneficial to the region's economic development, it is increasingly clear that it also represents an impediment and a lost opportunity. After analyzing migration-for-development programs for other regions and identifying those factors that were most effective while also relevant to the Caribbean, the authors propose a set of programs that would reduce the cost of emigration to Caribbean development and multiply the benefits. The proposals include 1) Caribbean remittance banks, 2) incentive programs to recruit US-based Caribbean professionals from private and public life, and 3) a set of measures to encourage the next generation of Caribbean professionals to use their skills in their home countries. An alternative is presented that is between the statist approach to emigration of the Cuban government and the wholly individualistic approach of the rest of the Caribbean governments. It uses the available ways to reconcile the personal right to emigrate with the collective concern for economic development. It involves steps by Caribbean governments, by donor governments like that of the US who are interested in the region, and by international development institutions. To the extent that economic development is a primary concern of those interested in the Caribbean, increased attention should be given to migration as a central factor in the development equation.
Policy initiatives of the multilateral development banks and the United Nations specialized agencies.

(Westview Special Studies on Latin America and the Caribbean.)The International Labour office (ILO) of the UN analyzes manpower supply and demand and creates guidelines on the treatment of both legal and illegal migrant workers. The UN Economic and Social council (ECOSOC) oversees economic and social issues concerning population. The World Health Organization (WHO) oversees health issues relating to population. The World Bank has been the active member of the World Bank group in Latin America and the Caribbean because only Haiti qualifies to borrow from the soft loan affiliate of the Bank--the International Development Association (IDA). In 1983, the World Bank/IDA made 12 loans to the Caribbean countries totaling $205 million, $120 million of which went to Jamaica. The Bank has shown that special techniques are needed for successful rural development projects involving community understanding and participation, and that traditional development techniques will not work. An interesting change in World Bank philosophy and policy has been the recognition of the need for devising and adopting appropriate technologies to the needs of the rural areas; such technologies include community involvement in water and sanitation, the use of simple hand pumps, low-cost housing, and small-scale irrigation. These solutions are a far cry from the earlier belief that the large dam and power station and the mechanization of agriculture are the cure-all. The 3rd institution specifically geared to making loans to the Caribbean countries is the Caribbean Development Bank, whose accumulated lending amounted to $435 million as of 31 December 1983.

(Westview Special Studies on Latin America and the Caribbean.)The island of Hispaniola is divided between Haiti and the Dominican Republic, each with 5 or 6 million people. The constrasts between the countries, however, are more striking. Haiti is overwhelmingly poor and black and has an autocratic government. The Dominican Republic is considerably more advanced economically and boasts a functioning democracy. This chapter examines international (from both countries to the US and from Haiti to the Dominican Republic) migration, rural-urban migration, and development in both countries. The key to resolving the interrelated issues of migration and development in Hispaniola is a balanced program of economic, social, and political development in Haiti. The current situation of containing Haitian migration pressures through US Coast Guard surveillance at sea and Dominican border patrols by land provides a practical solution for curtailing illegal Haitian migration in the short run. However, it could serve merely to bottle up growing problems of poverty and unemployment in Haiti, leading to even greater perhaps uncontainable pressures for out-migration at some future point, unless coupled with a forceful program to improve conditions within the country. A successful development strategy for Haiti will require firm and substantial commitments by the government of Haiti and the international community. The recent record of the Duvalier government in promoting national development has been disappointing, but it is not bad or hopeless as often protrayed by critics abroad. The 2 major issues of migration that influence development in the Dominican Republic are the substanitial emigration of Dominicans to the US and the longstanding question of Haitian workers in the Dominican Republic. The situation of the latter at this point is relatively stable and calm, with recognition of the contribution Haitian workers make to the Dominican economy but with a fear of possible political turmoil and economic collapse in Haiti, in which large numbers of Haitians pour across the unsecurable border seeking refuge in the Dominican Republic.
Banking and other facilities for remittances by migrant workers from the ESCAP Region to the Middle East.
[Unpublished, 1985]. 40 p. (DP/RILM/7.)This paper focuses on the labor-importing countries of the Middle East and how to maximize the flow of remittances to labor-exporting countries. This can be achieved if expatriate workers from Economic and Social Commission for Asia and the Pacific (ESCAP) member countries employed in the Middle East remit their earnings to home countries in foreign exchange through official banking channels, comprising both commercial banks and exchange companies operating in the host countries. In general, there is no lack of banking facilities is Saudi Arabia, United Arab Emirates, and Bahrain. Due to the slump in oil prices, banking capacity may be excessive. United Arab Emirates is now engaged in consolidating its banks. In all 3 countries, banking is organized on modern lines, but they can be induced to improve their performance, cooperate with each other in the field of remittances, and handle remittances for all the labor-exporting ESCAP countries without discrimination. Labor-importing Economic Commission For Western Asia (ECWA) countries could be approached to help fill existing gaps. For instance, Saudi Arabia could be requested to allow banking on Thursday evenings or to permit joint venture exchange companies, managed by ESCAP banks, to provide remittance facilities at remote sites where neither bank branches nor offices of domestic exchange companies exist. Mobile banking is another possibility. As far as clandestine dealers are concerned, the position is rather difficult. They are not guilty of any breach of law. Perhaps new legislation could curb their activities within the countries concerned, so as to throttle their business outside. The labor-exporting countries must 1st do all that lies in their power, individually and collectively, to tackle the problem of leakage of foreign exchange earnings.
INTERNATIONAL MIGRATION REVIEW. 1988 Spring; 22(1):4-27.The immigration of ECOWAS (Economic Community of Western African States) citizens into Nigeria following the 1980 ECOWAS treaty on international migration is discussed. Consideration is given to international migration in Nigeria before and after the treaty, the effect of Nigeria's oil boom on immigration, and the impact of drought and war in other parts of Western Africa. Factors leading to the expulsion of ECOWAS aliens, and public response to the order, are also examined. Data are from official sources. (ANNOTATION)

[Unpublished] 1986 Jan. v, 63 p.A seminar was planned and conducted by UNESCO's Population Division during January 1986 to promote increased media attention to issues which affect family stability and welfare. Especially important are the social, economic, and health problems created by high rates of population growth, urbanization, and migration. The seminar intended to give participants an opportunity to: examine the changing characteristics and emergin problems of the African family; review and appraise both past and current efforts on the part of the media to promote understanding of the interrelationships between socioeconomic conditions and family welfare, composition, stability, and size; and develop plans to increase the involvement and effectiveness of the media in promoting understanding of these interrelationships and in enabling families to make decisions and take action to enhance their welfare and stability. This report of the seminar is presented in 2 sections. The 1st section presents the participants' review of the changing nature of the African family over recent decades and the socioeconomic and sociocultural problems which have emerged as a consequence of these changes. Additionally, the 1st section reviews the extent to which communication systems in the region have tried to deal with the population related issues which affect family welfare. A "Communication Plan of Action" is proposed by the participants as a logical outcome of their 2 analyses and as a synthesis of their recommendations for the manner in which communication systems in the region must develop in order to meet ongoing and future population-family life changes. The Plan of Action identifies the following strategies as necessary to realize the increased involvement of the media in family issues and problems: institutionalizing population family life content within the curricula of media training institutions within the region; intensifying preservice and inservice training of media personnel to enable them to deal effectively with the demographic, social, and economic issues which impinge upon family welfare; highlighting population family life communication matters; ensuring that research on population family life issues be widely disseminated to media personnel and media based organizations; sensitizing political and administrative decisionmakers to population family life issues so that media communication can be supported and opportunities for media coverage can be extended; emphasizing in national development plans the importance of the media in generating public awareness of and response to the constraints placed upon national development and improved family welfare by rapid population growth and large-scale urban migration; and encouraging the involvement of community organizations in media programs. The 2nd section of the report includes the participants examination of the communication planning process.

Mexico City, Mexico, CONAPO, 1984. 21-31.Highlights are presented of the expert meeting on population distribution, migration, and development held in Hammamet, Tunisia, in March 1983 to prepare for the 1984 World Population Conference. Rafael Salas, Secretary General of the World Population Conference, indicated in the inaugural address of the meeting that changes in the past 10 years including the increasing importance of short-term movements, illegal migrations, and refugees would require international agreements for their resolution. In the area of internal migrations, Salas suggested that in addition to migration to metropolitan areas which continues to predominate, short-term movements of various kinds need to be considered in policy. Improvement in the quality of life of the urban poor is an urgent need. Leon Tabah, Adjunct Secretary General of the World Population Conference, pointed out that population distribution and migration had received insufficient attention in the 1975 World Population Conference, and that the World Population Plan of Action should be modified accordingly. Among the most important findings of the meeting were: 1) The Plan of Action overstressed the negative effects of urbanization and rural migration. Available evidence suggests that migration and urbanization are effects rather than causes of a larger process of unequal regional and sectorial development 2) The historical context of each country should be considered in research and planning regarding population movements. 3) Analyses of the determinants and consequences of migration were reexamined in light of their relationship to the processes of employment, capital accumulation, land tenure, technological change, ethnic and educational aspects, and family dynamics. 4) The need to consider interrelationships between urban rural areas in formulation of policy affecting population distribution was emphasized. 5) National development strategies and macroeconomic and sectoral policies usually have stronger spatial effects than measures specifically designed to influence population distribution, and should be examined to ensure compatability of goals. 6) Population distribution policies should not be viewed as ends in themselves but as measures to achieve larger goals such as reducing socioeconomic inequalities. 7) Multiple levels of analysis should be utilized for understanding the causes and consequences of population movements. 8) Programs of assistance should be organized for migrants and their families. 9) The human and labor rights of migrants and nonmigrants should be considered in policy formulation. 10) Policies designed to improve living and working conditions of women are urgently needed.
Report of the Director-General. Growth and adjustment in Asia: issues of employment, productivity, migration and women workers.
Geneva, Switzerland, International Labour Office, 1985. iv, 127 p.This report presents the activities of the International Labour Office (ILO) in Asia for the 5 years since the ILO's Ninth Asian Regional Conference of 1980. The economic recession has severely affected socioeconomic development in many states. Per capita income has fallen in a number of poorer developing countries, due to rapid population growth. The impact of the recession has varied greatly; the average rate of growth of South East Asian economies in the 1980s was higher than those of other regions. However, the recession has inevitably brought about a fall in tax receipts and thus increased budget deficits. Technical cooperation remains a major means for the ILO to achieve its goals, but its technical cooperation program faces severe funding constraints now. Regional projects now promote technical cooperation among developing countries (TCDC). This report 1) highlights the major development issues of the 1980s in Asia, 2) reviews ILO operations in the region for 1980-1984, 3) summarizes TCDC activities and identifies the ways of promoting TCDC in the region, 4) considers the issues of Asian migrant workers and female employment, and 5) formulates conclusions. An appendix reports on actions taken on the conclusions and resolutions adopted by the Ninth Asian Regional Conference.
POPULI. 1986; 13(1):5-14.Within the next 50 years, the predominantly rural character of developing countries will shift as a result of rapid world urbanization. In 1970 the total urban population of the more developed world regions was almost 30 million more than in the less developed regions; however, by the year 2000 the urban population of developing countries will be close to double that in developed countries. A growing proportion of the urban population will be concentrated in the biggest cities. At the same time, the rural population in developing countries is expected to increase as well, making it difficult to reduce the flow of migrants to urban centers. Although urban fertility in developing countries tends to be lower than rural fertility, it is still at least twice as high as in developed countries. The benefits of urbanization tend to be distributed unevenly on the basis of social class, resulting in a pattern of skewed income and standard of living. Social conditions in squatter settlments and urban slums are a threat to physical and mental health, and the educational system has not been able to keep up with the growth of the school-aged population in urban areas. The problems posed by urbanization should be viewed as challenges to social structures and scientific technologies to adapt with concern for human values. It is suggested than 4 premises about the urbanization process should guide urban planners: 1) urban life is essential to the social nature of the modern world; 2) urban and rural populations should not be conceptualized in terms of diametrically opposed interest groups; 3) national policies will have an impact on urban areas, just as developments in the cities will impact on national development; and 4) the great cities of the world interact with each other, exchanging both trade and populations. The United Nations Family Planning Association stresses the need for 3 fundamental objectives: economic efficiency, social equity, and population balance.

Mexico City, Mexico, CONAPO, 1984. 107 p.Proceedings of a national conference on population distribution, migration, and development held in Guadalajara, Mexico, in May 1984 in preparation for the 1984 World Population Conference are presented. 2 opening addresses explain the objectives and relevance of the national conference, while the 1st conference paper outlines the recommendations of the World Population Plan of Action and of an expert meeting sponsored by the UN in Tunisia in 1983 on the topic of population distribution, migration, and development. The main conference papers discuss recent evolution of population distribution in Mexico; migration, labor markets, and development, including migratory flows and the economic structure of Mexico, recommendations of the World Population Conference of 1974, the migration policy of the Mexican National Development Plan, and the National Employment Service as an instrument of migration policy; and reflections on the World Population Conference, the Mexican government, and the design of an international migration policy, including commentarty on the recommendations of the expert committee on international migration convened in preparation for the World Population Conference, and comments on problems in design of migration policy. The main recommendations of the conference were 1) the principles of the World Population Plan of Action, particularly in regard to respect for fundamental human rights, be reaffirmed; 2) policies designed to influence population movement directly be supplemented by and coordinated with other social and economic policies likely to produce the same effect; 3) coordination among all sectors be improved to ensure effective implementation of policy goals; 4) efforts be undertaken to provide more detailed information on internal migratory movements; 5) laws governing migration and population distribution in Mexico be carefully analyzed and possibly modified; and 6) a clear and realistic international migration policy be formulated which would take into account the need for more detailed data on international migration, a clear definition of policy objectives in international migration, respect of basic human rights, and coherence between external and internal international migration policies.

[Unpublished, 1984].  p.This study group report 1) investigates quantitatively the process of population change and socioeconomic development to identify policy recommendations for Malaysia, the Philippines, and Thailand and 2) examines the application of the "systems approach" and econometric technics for population and development planning. These country-specific studies will help to clarify the interrelationships between demographic and socioeconomic factors in the development process of each participating country and the UN Economic and Social Commission for Asia and the Pacific (ESCAP) region in general. The meeting 1) reviewed major demographic and economic issues in each participating country, 2) reviewed extant work on model building in each country, and 3) outlined a preliminary system design. Several economic-demographic models are discussed. The participants recommended that 1) the models focus of similar issues such as migration and income distribution and 2) countries should adopt, whenever possible, a similar modeling methodology. Participants agreed that models should be based, where possible, on a base-year Social Accounting Matrix (SAM). This poses no problems in Thailand or Malaysia as SAMs are already available for these countries. However, no SAM is currently available for the Philippines. Participants further recommended that the 3 models could be improved by greater collaboration among study directors during model formulation and estimation. Participants also expressed concern about the size of the computing budget and thought that models could be improved by an increased budget for computer time.

(Report No. 69)Conclusions and recommendations are presented of the UN Fund for Population Activities (UNFPA) Mission which visited the Ivory Coast from February 20-March 15, 1983 to assess population assistance needs. Ivory Coast officials believe that the population, estimated at 8,034,000 in 1980, is insufficient given the country's economic needs. Its very rapid rate of growth is estimated at over 4.5%/year, of which 1.5% is due to foreign immigration. 42% of the population is urban. The country has undergone exceptional economic growth in the past 2 decades, and the per capita income is now estimated at over $US1000 annually. Social development does not seem to have kept pace, however, and the mortality rate of 15.4/1000 is that of a country with only 1/2 the per capital income. The 1981-85 Ivory Coast Plan proposes a change from a growth economy to a society in which individual and collective welfare is the supreme goal. Up to date data on the size, structure, and dynamics of the population will be needed to aid in preparation of the 1986-90 and 1991-95 plans. A 2nd national population census is planned for 1985. Until the present, rapid population growth had been considered a boon, but problems are arising of massive rural exodus, high rates of urban unemployment coupled with manpower shortages in agriculture, and growing demographic pressure on health, educational, and social infrastructures, especially in the cities. The government has maintained its pronatalist stance, and government health programs have been directed only to mortality and maternal and child health. The need to control fertility and to use birth spacing as a tool to combat maternal and infant mortality is being increasingly felt, and a private family welfare association was able to form in 1979. A policy of maternal and child health encouraging spacing to improve family welfare would probably be welcomed in the Ivory Coast. The Mission recommended that a population policy be formulated which would correspond to the national demographic reality and development objectives. Basic demographic data collection should focus on the 1985 general census, which should have high priority. The civil registration system should be reorganized. A planned migration survey should cover the whole year to take into acconnt seasonal variations, but preparations should not begin until the census is completed. A multiple objective survey could be undertaken in 1988 to determine the nature and scope of interrelationships between demographic variables and economic and sociocultural variables, and a survey of infant mortality on a small sample could be done in 1989. The planned manpower and employment survey should be completed. Population research should receive high government priority. In regard to maternal and child health, the government should take an official position on the problem of birth spacing as a means of combatting maternal and infant deaths. IEC activities should be expanded, and efforts should be made to encourage the participation of women in development.

(Report No. 67)A Needs Assessment and Program Development Mission visited the People's Republic of China from March 7 to April 16, 1983 to: review and analyze the country's population situation within the context of national population goals as well as population related development objectives, strategies, and programs; make recommendations on the future orientation and scope of national objectives and programs for strengthening or establishing new objectives, strategies, and programs; and make recommendations on program areas in need of external assistance within the framework of the recommended national population program and for geographical areas. This report summarizes the needs and recommendations in regard to: population policies and policy-related research; demographic research and training; basic population data collection and analysis; maternal and child health and family planning services; management training support for family planning services; logistics of contraceptive supply; management information system; family planning communication and education; family planning program research and evaluation; contraceptive production; research in human reproduction and contraceptives; population education and dissemination of population information; and special groups and multisectoral activities. The report also presents information on the national setting (geographical and cultural features, government and administration, the economy, and the evolution of socioeconomic development planning) and demographic features (population size, characteristics, and distribution, nationwide and demographic characteristics in geographical core areas). Based on its assessment of needs, the Mission identified mjaor priorities for assistance in the population field. Because of China's size and vast needs, external assistance for population programs would be diluted if provided to all provincial and lower administrative levels. Thus, the Mission suggests that a substantial portion of available resources be concentrated in 3 provinces as core areas: Sichuan, the most populous province (100,220,000 people by the end of 1982); Guandong, the province with the highest birthrate (25/1000); and Jiangsu, the most densely populated province (608 persons/square kilometer. In all the government has identified 11 provinces needing special attention in the next few years: Anhui, Hebei, Henan, Hubei, Hunan, Jilin, Shaanxi and Shandong, in addition to Guangdong, Jiangsu, and Sichuan.

The concerns have to do with shifts in relative demographic size within the family of nations, international economic and political stability, humanitarian and welfare considerations, and narrowing options with regard to longterm social development. Each of these concerns is a reflection of measurable or perceived consequences of the extraordinarily rapid growth of the world population during the 20th century and in particular of the marked acceleration of that growth since the end of World War 2. None of these concerns has been adequately articulated, either in the academic literature or in international and national forums in which population policies are considered. International action in the population field has become a subset of international development assistance. Among the motivating concerns, humanitarian and welfare considerations have received the most attention. Considerations of economic and political stability also have been often invoked. In contrast, shifts in relative demographic size and the narrowing options with respect to longterm social development have been seldom discussed. Yet, examination of the record of policy discussions of the last few decades confirms that the influence of these factors has been potent. The dramatic increase of the world population is possibly the single most spectacular event of modern history. During the last 100 years global numbers have tripled, and net population growth between 1900 and 2000 will most likely be of the order of 4.5 billion. Concern with the deleterious consequences of rapid population growth on domestic economic development and, by extension on the health of the world economy is a major factor in explaining international interest in population matters. Concern with poverty is another motivating force for international action involving unilateral resource transfers between nations. The potential role of 2 types of population policies -- relating to international migration and to mortality -- would seem to be narrowly circumscribed. The prospects for useful action in the matter of fertility are more promising.
The Tunis Declaration emanating from the Arab Parliamentary Conference on Development and Population, [May 8-11, 1984, Tunis, Tunisia].
[Unpublished] 1984. 12 p.Parliamentarians from 16 Arab countries met in Tunis, Tunisia, on May 8-11, 1984, to discuss the current demographic and development situation in the Arab nations. The participants agreed that currently income is poorly distributed both within and between Arab countries (per capita income varies from US$500-US$30,000), life expectancy varies markedly between countries, international migration is extensive, the annual population growth rate is 2.9%, and population policies in most Arab countries are poorly formulated. The participants recognized the reciprocal relationship between development and population. They noted that the development process includes meeting the moral, material, health, and fertility needs of all segments of society; development requires broad participation; cooperation with other 3rd World countries is essential; industrialized nations should limit their use of resources; and Arab nations should act on the recommendations of international conferences on population and development and adhere to the agreements between Arab countries on migration issues. The participants recommended that participants continue to actively promote social equality in the Arab world and that Arab nations 1) formulate policies to keep resources and population within balance and to reduce mortality differentials in their own countries; 2) establish fertility goals that take into account population growth, the health and welfare of mothers and children, human rights, and social equality; 3) promote policies which preserve the traditions of the Arab world; 4) improve women's rights by increasing economic and educational opportunities for women, expanding the decision-making role of women, and ensuring that women are presented in a favorable light in the mass media; 5) address the needs of the most vulnerable members of society; 7) improve services for the urban poor and reduce urban growth through rural development and the establishment of small cities; 8) establish policies to reduce the brain drain, to ensure the welfare and rights of migrants, to encourage Arab investment in the development of Arab countries, and to encourage trained Arabs to return to their country of origin; and 9) to mobilize world opinion against Zionist expansionist and forced migration policies. Furthermore, the participants call for action on the part of the delegates, Arab nations, and interational organizations to facilitate the operationalizing of these recommendations by focusing attention on population and development issues, by collecting, analyzing, and disseminating information on population and development, and by providing financial support.

The 1st chapter provides an overview of the significant developments in population up to the 1984 International Conference on Population. The next 7 chapters discuss the following main issues before the Conference and generally reflect the arrangement of the document to be brought before the Conference concerning recommendations for further implementation of the World Population Plan of Action: fertility, status of women and the family; morbidity and mortality; population distribution, internal and international migration; population growth and structure; promotion of knowledge and implementation of policies and programs; international cooperation and the role of UNFPA; and the year 2000 and beyond. Within each of these chapters, excerpts have been arranged in an analytic order, with the aim of facilitating the flow of arguments presented. Appendices contain the 5 "State of World Population Reports" issued from 1980-84 and 7 Rafael M. Salas statements which, primarily due to their focus on the population issues of particular importance to the major regions of the globe, are reproduced in their entirety. This volume reflects the process of population policymaking of the UNFPA with the developing countries in support of their population programs in the past 15 years. These policies were sanctioned and validated, both nationally by the countries themselves and globally by UN deliberative bodies and conferences. The experience of UNFPA in policy formulation indicates that an effective population policy must have its proper time perspective and must be scientifically determined in its component elements, normative and applicable at different levels, multisectoral in its emphasis, and measurable in its impact and consequenes.

World population is expected to increase to 6.1 billion by the year 2000 and stabilize at 10.5 billion by the end of the next century. This depends, however, on maintenance of the current momentum to reduce fertility. Although government programs to reduce fertility are available in countries covering 80% of the population of the developing world, levels of desired fertility in developing countries are higher than the fertility level necessary to attain eventual population stability (2.1 children/woman). The increase in the number of metropolitan centers and urbanization of the population have been striking features of the past decade. Changes in the volume, direction, and characteristics of international migration flows have raised concerns about human rights and the welfare aspects of these population movements. A significant feature of world demography has been the clearer emergence of intraregional similarities and interregional differences in population issues. Although the principles and objectives of the World Population Plan of Action will remain valid in the decades ahead, national population goals must be systematically reassessed. Countries should seek consistency between national and global goals and policies, take a longterm perspective, be aware of the interrelationships of the specific recommendations, be conscious of changing perceptions of population issues, and be alert to the primacy of the individual and his rights. The link between population and global security, and the role of population in shaping political behavior, point to the need for international cooperation. A more satisfying future can be brought about only through determined, rational, and humane population policies.

The 3 papers, each with a commentary, concerned questions regarding the balance between population, resources, the environment, and development to be addressed by the World Population Conference; population, resources, and environment; and population and development. A list of comments of participants and the closing remarks are also included. Several concluding statements summarized the main points of the debate: 1) Relationships between demographic variables and economic and social processes are highly complex and the World Population Conference should take such complexities into account. 2) Reproductive and migratory behavior of the population is just 1 element influencing and being influenced by social and economic development. The decreasing rate of population growth alone cannot lead to development. 3) The quest for a better balance between resource utilization and environmental conservation, with the resulting improvement in living standards, requires immediate and realistic measures on the part of the State and the participation of the people not merely as objects but also as active subjects through their community organizations. 4) The regional dimension must be included in the analysis of disequilibrium between population and development, at both national and international levels, in order to provide a better comprehension of phenomena such as migration, urbanization, production and distribution of food, environmental deterioration, ant the qualitative development of the population. 5) Better conceptual, analytical, informative, and planning instruments must be developed regarding the themes of population and development. In particular, instruments for the medium- and longterm should be developed, since the time frame of population processes exceeds the usual programming limits. 6) Questions suitable for a forum such as the World Population Conference must be distinguished from those relating to national population policy. Nevertheless, common principles exist, such as full respect for human rights, national sovereignty, and the fundamental objectives of population policy, which should be to contribute to elevating the level and quality of life of human beings.

(Report No. 58)This report of a needs assessment carried out by a UN Fund for Population Activities (UNFPA) Mission in Benin in November 1980 includes chapters on assistance needs and recommendations in the area of population; geographic, political, administrative, demographic, and socioeconomic characteristics of the country as well as socioeconomic and demographic planning and policy; demographic trends; formulation of population policy; collection and analysis of demographic data; demographic research, health; population information, education, and communication; women and development; and external assistance. Benin is characterized by low per capita income, high rates of infant, child, and maternal mortality, high fertility, and unequal population distribution combined with pressure on cultivated land. Rural exodus is fueling rapid urban growth. The population of 3.5 million in 1980 was growing at 2.97% annually. The economy is essentially agricultural. Because Benin is poor in minerals, development efforts are concentrated on agricultural and rural development, with efforts made to reduce unemployment and underemployment especially in urban areas. National objectives also are to improve the educational system and health infrastructure. The government is concerned about the high rate of mortality and morbidity and unequal spatial distribution. Although no overall population policy has been adopted, the government pursues some goals with demographic effects such as attempting to extend preventive medicine, maternal and child health services and birth spacing services to rural areas. The 1979 census is expected to furnish the government with the information necessary to formulate a population policy. The Mission recommended immediate assistance for analyzing and publishing census results, and also that a national demographic survey and migration study be undertaken. Reform of the civil registration system would enable better data to be collected. A demographic teaching and research center should be created at the University of Benin. An interministerial committee should be created to assist in formulation and implementation of a population policy. The extension of health services funded by the UNFPA should be implemented immediately and a communication component should be added.
