UN CHRONICLE. 1988 Mar; 25(1):35.The "Environmental Perspective" of the UN outlines 6 major problem areas and suggests what should be done about them. 1) Overpopulation exceeds the carrying capacity of the environment. Specific attention should be given to the problems of cities and public works projects should be designed to provide employment and improve the environment. 2) Food shortages must be dealt with to ensure security and restore the environment. Governments must adopt policies and institute regulatory measures for land and water use. 3) The available energy resources are being consumed at vastly different rates throughout the world. Policies should be devised to more equitably meet energy demands without further increasing the costs to the environment. 4) Industrial development is damaging the environment, and government policies, especially in developing countries, must be geared to minimizing waste of resources and increasing pollution. 5) Inadequate housing and public health services are causing high morbidity and mortality in many areas. Programs must be developed to deal with tropical diseases and unsanitary conditions. 6) International economic relations often adversely affect development. Aid to developing countries must be increased and trade patterns developed to mutual advantage and to safeguard the environment.

POPULI. 1986; 13(1):5-14.Within the next 50 years, the predominantly rural character of developing countries will shift as a result of rapid world urbanization. In 1970 the total urban population of the more developed world regions was almost 30 million more than in the less developed regions; however, by the year 2000 the urban population of developing countries will be close to double that in developed countries. A growing proportion of the urban population will be concentrated in the biggest cities. At the same time, the rural population in developing countries is expected to increase as well, making it difficult to reduce the flow of migrants to urban centers. Although urban fertility in developing countries tends to be lower than rural fertility, it is still at least twice as high as in developed countries. The benefits of urbanization tend to be distributed unevenly on the basis of social class, resulting in a pattern of skewed income and standard of living. Social conditions in squatter settlments and urban slums are a threat to physical and mental health, and the educational system has not been able to keep up with the growth of the school-aged population in urban areas. The problems posed by urbanization should be viewed as challenges to social structures and scientific technologies to adapt with concern for human values. It is suggested than 4 premises about the urbanization process should guide urban planners: 1) urban life is essential to the social nature of the modern world; 2) urban and rural populations should not be conceptualized in terms of diametrically opposed interest groups; 3) national policies will have an impact on urban areas, just as developments in the cities will impact on national development; and 4) the great cities of the world interact with each other, exchanging both trade and populations. The United Nations Family Planning Association stresses the need for 3 fundamental objectives: economic efficiency, social equity, and population balance.
World plan of action for the implementation of the objectives of the International Women's Year: a summarized version.
New York, New York, United Nations, 1976. 43 p.This booklet's objective is to bring the World Plan of Action for the Implementation of the Objectives of the International Women's Year to a wide audience. The 1st section focuses on national action -- overall national policy, national machinery and national legislation, funding, and minimum objectives to be realized by 1980. The 2nd section covers specific areas for national action: international cooperation and the strengthening of international peace; political participation; education and training; employment and related economic roles; health and nutrition; the family in modern society; population; housing and related facilities; and other social questions. The subsequent 4 sections deal with the following: research, data collection and analysis; mass media; international and regional action; and review and appraisal. A major focus of the Plan is to provide guidelines for national action for the 10-year period up to 1985 which the Generaly Assembly, at its 30th session, proclaimed as the Decade for Women: Equality, Development and Peace. Its recommendations are addressed primarily to governments and to all public and private institutions, political parties, employers, trade unions, nongovernmental organizations, women's and youth groups and all other groups, and the mass communication media. Governments are urged to establish short, medium, and longterm targets and objectives to implement the Plan. The following are among the objectives envisaged as a minimum to be achieved by 1980: literacy and civic education should be significantly increased, especially among rural women; coeducational, technical, and vocational training should be available in both industrial and rural areas; equal access at every level of education, including compulsory primary school education, should be ensured; employment opportunities should be increased, unemployment reduced, and discriminatory employment conditions should be eliminated; infrastructural services should be established and increased, where necessary, in both rural and urban areas; legislation should be introduced, where necessary, to ensure women of voting and electoral rights, equal legal capacity, and equal employment opportunities and conditions; there should be more women in policymaking positions locally, nationally, and internationally; more comprehensive measures for health education, sanitation, nutrition, family education, family planning, and other welfare services should be provided; and equal exercise of civil, social, and political rights should be guaranteed.

(Population Studies No. 90; ST/ESA/SER.A/90; International Conference on Population, 1984)This discussion focuses on the prospective impact of population growth, within the context of global constraints on resources and the environment, on certain basic conditions of socioeconomic development, i.e., food, education, health, housing, and income distribution. A table presents a basic summary of world demographic conditions as of 1980. About 3/4 of the world population of 4.4 billion is in the less developed countries. The population of these countries grows at an annual rate of about 3 1/2 times that of the more developed countries. Compared to the latter, the LDCs' birthrate is more than double, and its total fertility rate is nearly 2 1/2 times as large. The problem of hunger and undernutrition is serious, and continued population growth only makes the task of dealing with it more difficult over time. According to the US Presidential Commission on World Hunger (1980), 1 out of every 8 persons in the world is malnourished, and the number is rising. Poverty is the root cause of undernutrition. The rate of growth of food production has been slightly above that of population. The influence of population growth on food demand has been far greater than that of income growth. New sources of growth in food supply do not portend to be as readily available as before. In some ways current demographic trends will tend to improve the education, health, and housing (EHH) capital. Parents will be able to afford schooling for their children more easily because of later marriages, wider spacing of children, and fewer children. Lower fertility will make for fewer health risks particularly to mothers and infants. The problem of providing basic services for a rapidly growing population could be made more manageable by concentrating more on the human than on the material linkages between inputs and outputs, between the capital formers and the formed home capital. Population growth helps to perpetuate poverty by restraining the growth of wages. There has been a widening gap in per capita income between the richest and the poorest countries and between the middle income and the poorest. The burden of population growth is lessened through any means that raises factor productivity. 1 means would be the removal of conventions restricting the use of any factor below full capacity.
Washington, D.C., World Bank, 1983 Feb. vi, 55,  p.This volume reviews the World Bank's urban lending program from its conception in 1972 until 1981. The volume's chapters cover the objectives and development of urban lending programs, their implementation and management, the impact of urban lending, and future tasks. The Bank's strategy has been based on low cost approaches in shelter and infrastructure aimed at mobilizing private savings and relieving the public sector of most of the financial burden for urban services. Individual operations have been designed to suit local conditions and fit within longer term sectoral strategies. The complementarities between shelter, infrastructure, employment, transport, and location are stressed. Of the 62 projects funded in 1972-81, for a total of US$2018 million, 36 focused on shelter, 10 were in transport, 13 were integrated projects, and 3 were regional. The largest number of projects (18) were centered in Latin America and the Caribbean. The Bank's urban activities have demonstrated to borrowers that it is possible to apply economic, financial, and technical methods of analysis to urban problems without distorting other sectors of development. The Bank's approach accepts the imortance of the rural sector and insists that the urban sector should pay for itself through cost recovery. Urban development efforts will have to be redoubled in the years ahead if the soutions developed during the 1970s are to be extended to growing populations. Over 90 projects are now under consideration in the US$4 billion lending program proposed for 1982-86, and half of the program consists of repeater projects that build on the success of earlier efforts. The majority of programs are exected to focus on strengthening institutions responsible for the provision of urban shelter and infrastructure. The approach of learning by doing, which characterized urban lending in 1972-81, will be supplemented by applied research to provide information necessary for future lending.
