[Crisis, economic policy reforms and employment in Yaounde] Crise, reformes des politiques economiques et emploi a Yaounde.

(Dossiers du CEPED No. 64)Cameroon has experienced economic recession since 1987, from which it is now only barely emerging. This paper examines the impact of the economic crisis and economic reforms implemented to improve the situation upon employment in Yaounde. Results are based upon the analysis of data drawn from a literature review of research upon the problem, conducted in Yaounde during November-December 1996, by CEPED and IFORD. The study explored labor market access, job losses, and unemployment. The economic crisis and subsequent corrective measures were found to have a disastrous impact upon employment in the city, restricting young people’s access to jobs, particularly in the public sector, and provoking numerous layoffs especially in the modern employment sector. The number of job layoffs increased throughout the implementation of stabilization and internal adjustment measures recommended by the World Bank and International Monetary Fund. These job losses and limited access to job markets increased unemployment levels among the city’s youth. Neither stabilization and adjustment measures, nor currency devaluation stimulated employment in Yaounde, a city in which available human resources are currently underutilized.
Lancet. 2000 Aug 26; 356(9231):748.Following the closure of UN-supported widows' bakeries in Kabul, Afghanistan, Taliban authorities announced that they would allow 360 female employees to return to work. This invalidation is in line with the decree that bans women from working for UN agencies and international nongovernmental organizations except in the health sector. Although no explanation for the sudden policy change has been given, Taliban's Foreign Minister stated that the government has no objection to these women working at the bakeries because they are not regular employees of the UN. According to Stephanie Bunker, spokesperson for the Office of the UN coordinator for Afghanistan, the policy change is a positive step in the right direction on the part of the local authorities in Kabul. However, the UN continues to be concerned about the impact of the decree on Afghan women overall.
WORLD OF WORK. 1995 May-Jun; (12):32-3.Representatives of English speaking African countries attended the International Labor Organization Tripartite Workshop on the Role of the Organized Sector in Reproductive Health and the Prevention of AIDS held in Uganda. AIDS has robbed these countries of lawyers, physicians, teachers, managers, and other skilled professionals, all of whom are difficult to replace. HIV/AIDS mainly affects persons in their most productive years (20-40 years) and in the higher socioeconomic groups. Professionals with AIDS become ill and die at a faster rate than their replacements can be trained. The young, less experienced work force translates into an increase in breakdowns, accidents, delays, and misjudgments. International and national efforts to control HIV/AIDS have not stopped the spread of HIV in Sub-Saharan Africa (SSA). More than 8 million persons in SSA are HIV infected. 1.5 million in Uganda are HIV infected. As of October 1994, 30,000 persons in Zambia and 33,000 in Zimbabwe had AIDS. These numbers are just the tip of the iceberg due to underreporting. HIV/AIDS increases absenteeism among infected and healthy workers alike. It burdens the already existing scarce health care resources and equipment (e.g., in 1992, AIDS cases occupied 70% of hospital beds in Kigali, Rwanda). Unions, workers, and families must share knowledge about safer sex. The Zimbabwe Confederation of Trade Unions has had an HIV/AIDS education program since 1992. The Zambia Congress of Trade Unions strongly supports government efforts to sensitize the labor force and society to the effects of HIV/AIDS. The Federation of Uganda Employers has reached about 150,000 workers and more than 200 top executives through its AIDS prevention activities. Some company programs provide medical facilities for employees and their families. The Ubombo Ranches, Ltd. in Swaziland, a producer and processor of sugar cane, has a training-of-trainers program on HIV/AIDS and family planning for all village health workers and village headmen.

(World Bank Discussion Papers 102; World Bank Discussion Papers Africa Technical Department Series)As a companion volume to the first volume on trends and characteristics of migration and the relationship to development issues, this paper for each of 42 Sub-Saharan countries reviews demographic and migration patterns, policies, labor markets, agriculture, remittances, education/brain drain, refugees, and health as appropriate. The reduced tables by country include basic economic and demographic indicators for Sub-Saharan countries, a summary of the stock of migrants by source and destination countries, determinants and intermediate effects of the remittance system, government policies toward population distribution and mobility in terms of acceptance, refugees in need of protection.assistance annually 1985-88, asylum and source countries ranked by refugee stocks for 1988, and significant voluntary repatriations. The data were obtained primarily from census reports; however, the data reflect a time range between 1967 and 1982, undocumented migrants may or may not have been included, and guests may have been excluded from the surveys. Some preliminary analyses revealed that the relationship between the growth of aggregate gross domestic (or national) product and the stock of migrants was insignificant, and that the negative relationship between economic performance and stock of emigrants was not supported. Analysis did show that West African regions have significantly higher proportions of immigrants at the .012 level. Future research might explore the finding that countries with large immigrant populations have higher natural rates of population growth, excluding growth from immigration. Another finding was that enrolled primary school children in the country of origin are negatively related to the stock of emigrants as a percentage of resident population of that country. Finally, internal and external migration are interrelated. Further data collection is necessary because of the shortcomings of available data.
POPULATION RESEARCH LEADS. 1991; (38):1-22.The relationship between migration and development in the ESCAP region including southeast and south Asian countries and the Pacific island of Fiji, Papua New Guinea, Vanuatu, Kiribati, Samoa, and the Solomon Islands is discussed in terms of mobility transition and origin and destination factors. The changing patterns of mobility in Asia are further delineated in the discussion of internal movements and international movement. Emigration in the smaller countries of the Pacific are treated separately. Future predictions are that the Asia Pacific region will experience continued fertility decline and stabilization of low rates over the next 20 years. The declines will result in slow labor force growth, and increased demand for labor in traditional core and neocore countries as defined and presented in table form by Friedman will be heightened. International movements are likely to increase in large urban areas within destination countries. Tokyo and Singapore are the principal cities in Asia. Tokyo by restrictive government policy has limited immigration, but future labor shortages of unskilled labor from southeast Asia and China are expected. Singapore is already dependent on foreign labor by >10%. Current labor shortages have led to the creation of a growth triangle between Singapore, Indonesia, and Malaysia. Other cities expected to emerge as primary cities in international regional complexes with spillover into the hinterlands include the Hong Kong, Guangzhou, and Macau triangle in the Pearl River delta, Taipei and Seoul, and possibly Kuala Lumpur. Internal migration is expected to increase in the capital cities of Bangkok, Manila,j and centers such as Shanghai, Beijing, and other large cities of southeast Asia. These cities will be linked through the flows of skilled international migrants, which began in the 1960s and is expected to become a future major flow. Recreational and resource niches will be left in much of the Pacific, the Himalayan Kingdoms, and mountainous regions of northern southeast Asia and western China. Flows will be regulated by national government policy. Difficult decisions will be made on the extent to which multinational corporations and banks are sanctioned or regulated, i.e., currently Hong Kong development is company directed within the law governing power, transport, housing, and land, while in Singapore development is government planned and directed.
Fertility trends and prospects in East and South-East Asian countries and implications for policies and programmes.
POPULATION RESEARCH LEADS. 1991; (39):1-17.Fertility trends and prospects for east and southeast Asian countries including cities in China, Taiwan, the Republic of Korea, Thailand, Indonesia, Malaysia, the Philippines, Myanmar, and Viet Nam are described. Additional discussion focuses on family planning methods, marriage patterns, fertility prospects, theories of fertility change, and policy implications for the labor supply, labor migrants, increased female participation in the labor force (LFP), human resource development, and social policy measures. Figures provide graphic descriptions of total fertility rates (TFRS) for 12 countries/areas for selected years between 1960-90, TFR for selected Chinese cities between 1955-90, the % of currently married women 15-44 years using contraception by main method for selected years and for 10 countries, actual and projected TFR and annual growth rates between 1990-2020 for Korea and Indonesia. It is noted that the 1st southeast Asian country to experience a revolution in reproductive behavior was Japan with below replacement level fertility by 1960. This was accomplished by massive postponement in age at marriage and rapid reduction in marital fertility. Fertility was controlled primarily through abortion. Thereafter every southeast Asian country experienced fertility declines. Hong Kong, Penang, Shanghai, Singapore, and Taipei and declining fertility before the major thrust of family planning (FP). Chinese fertility declines were reflected in the 1970s to the early 1980s and paralleled the longer, later, fewer campaign and policy which set ambitious targets which were strictly enforced at all levels of administration. Korea and Taiwan's declines were a result of individual decision making to restrict fertility which was encouraged by private and government programs to provide FP information and subsidized services. The context was social and economic change. Indonesia's almost replacement level fertility was achieved dramatically through the 1970s and 1980s by institutional change in ideas about families and schooling and material welfare, changes in the structure of governance, and changes in state ideology. Thailand's decline began in the 1960s and is attributed to social change, change in cultural setting, demand, and FP efforts. Modest declines characterize Malaysia and the Philippines, which have been surpassed by Myanmar and Viet Nam. The policy implications are that there are shortages in labor supply which can be remedied with labor migration, pronatalist policy, more capital intensive industries, and preparation for a changing economy.
POPULATION BULLETIN OF THE UNITED NATIONS. 1989; (27):13-29.This paper review progress over the past 5 years with respect to the 6 recommendations adopted at the International Conference on Population 1984, which specifically address the situation of women. They include: 1) integrating women into development, 2) women's economic participation, 3) education, training, and employment, 4) raising the age at marriage, 5) the active involvement of men in all areas of family responsibility, and 6) the ratification of the Convention on the Elimination of All Forms of Discrimination against Women. Several important areas potentially relevant to population issues which were omitted from the Conference recommendations are identified and discussed--namely, the situation of women (in particular, older women, women who are the sole supporters of families, and women and migration) and the situation of women in times of severe economic adversity. Finally, progress made with respect to data on women is highlighted, and caution is advised with respect to continued calls for new data. In contrast to the Nairobi Forward-Looking Strategies for the Advancement of Women, the recommendations are noted for implying an almost unresolvable conflict between women's biological and economic roles. However, it is pointed out that the goals of the Convention on the Elimination of All Forms of Discrimination against Women for full equality of men and women would require that the same choices be available to both sexes with respect to labor force participation. While it is too soon to have a clear perspective on the pace and direction of change during the past 5 years, the author finds it impossible to be optimistic about current trends because, in too many areas, progress regarding women has either stagnated or moved into reverse gear. The disappointing record is partially attributed to the tendency for policy makers to see the promotion of economic growth through sound economic policy and advancing the status of women as competing rather than complementary goals. The changing roles of women and men in the family and fertility regulation: some labour policy aspects

Helsinki, Finland, Vaestoliitto, 1984. 62-83.There is growing evidence that labor policies, such as those advocated by the International Labor Organization (ILO), promote changes in familial roles and that these changes in turn have an impact on fertility. A conceptual model describing these linkages is offered and the degree to which the linkages hypothesized in the model are supported by research findings is indicated. The conceptual model specifies that: 1) as reliance on child labor declines, through the enactment of minimum age labor laws, the economic value of children declines, and parents adopt smaller family size ideals; 2) as security increases for the elderly, through the provision of social security and pension plans, the elderly become less dependent on their children, and the perceived need to produce enough children to ensure security in old age is diminished; and 3) as sexual equality in job training and employment and the availability of flexible work schedules increase, sexual equality in the domestic setting increases, and women begin to exert more control over their own fertility. ILO studies and many other studies provide considerable evidence in support of these hypothesized linkages; however, the direction or causal nature of some of the associations has not been established. Development levels, rural or urban residence, and a number of other factors also appear to influence many of these relationships. Overall, the growing body of evidence accords well with ILO programs and instruments which promote: 1) the enactment of minimum age work laws to reduce reliance on child labor, 2) the establishment of social security systems and pension plans to promote the economic independence of the elderly, 3) the promotion of sexual equality in training programs and employment; 4) the promotion of the idea of sexual equality in the domestic setting; and 5) the establishment of employment policies which do not unfairly discriminate against workers with family responsibilities.

(International Conference on Population, 1984; Statements)This paper presents a conceptual model indicating some of the established and hypothesized links between a number of labor laws and policies, in particular International Labor Organization (ILO) conventions, divisions of labor and resources by sex and age, familial roles and fertility. Brielfy outlined are the content and goals of some of the ILO conventions and programms that have a bearing on the conditions widely thought to be related to fertility decline. These include improved status of relatively deprive groups, such as women and children, and individual access to training, employment and incomes. These changes are viewed in terms of their potential impact on family relations, including changing parental roles and costs of bearing and raising children in view of the impact of diminishing child labor, and the increasing availability of social security benefits. Another aspect is sexual equality, in particular the impact of equality in the occupational sphere on equality in the domestic sphere and the consequent effects on reproduction. In addition, the impacts of social and spatial mobility are indicated and the potential effects on role conflicts, individualism and lower fertility. A thrust of the paper is to emphasize the critical intervening nature of changing familial roles, which have been neglected, both in labor reports and related activities as well as in the documentation and policy-making related to fertility. Micro-evidence from a variety of cultural contexts shows how changes and differences in allocations of tasks and resources and status benefits between kin, parents and offspring, wives and husbands are associated with changes and differences in fertility-related aspirations and patterns of regulation. Finally, the discussion serves to underline the pervasive and profound nature of the potential impacts of divisions of labor and employment policies on fertility levels, demonstrating that changes in familial roles and relations are central to this process of linkage. Thus, the need is made apparent for more knowledge and understanding of the dynamics of change in this area at the micro-level and in a variety of cultural areas, if government policies and programms are to achieve their specific goals with respect both to employment and demographic policies.

(Population Studies, No. 85; ST/ESA/SER.A/85)The 3 parts of this report on world, regional, and international developments in the field of population, present a summary of levels, trends, and prospects in mortality, fertility, nuptiality, international migration, population growth, age structure, and urbanization; consider some important issues in the interrelationships between economic, social, and demographic variables, with special emphasis on the problems of food supply and employment; and deal with the policies and perceptions of governments on population matters. The 1st part of the report is based primarily on data compiled by the UN Population Division. The 2nd part is based on information provided by the Food and Agriculture Organization of the UN (FAO) and the International Labor Organization (ILO), as well as that compiled by the Population Division. The final part is based on information in the policy data bank maintained by the Population Division, including responses to the UN Fourth Population Inquiry among Governments. In 1975-80 the expectation of life at birth for the world was estimated at 57.2 years for both sexes combined. The corresponding figure for the developed and developing regions was 71.9 and 54.7 years, respectively. In 1975-80 the birthrate of the world was estimated at 28.9/1000 population and the gross reproduction rate was 1.91. These figures reflect considerable decline from the levels attained 25 years earlier: a crude birthrate of 38/1000 population and a gross reproduction rate of 2.44. World population grew from 2504 million in 1950 to 4453 million in 1983. Of the additional 1949 million people, 1645 million, or 84%, accrued to the less developed countries. The impact of population growth on economic development and social progress is not well understood. The governments of some developing countries still officially welcome a rapid rate of population growth. Many other governments see cause for concern in the need for the large increases in social expenditure, particularly for health and education, that accompany a young and growing population. Planners are concerned that the rapidly growing supply of labor, compounded by a trend toward rapid urbanization, may exceed that which the job market is likely to absorb. In the developed regions the prospect of a declining, or an aging, population is also cause for apprehension. There is a dearth of knowledge as to the impact of policies for altering the consequences of these trends. Many policies have been tried, in both developed and developing countries, to influence population growth and distribution, but the consequences of such policies have been difficult to assess. Frequently this problem arises because their primary objectives are not demographic in character.
