    The power of words--and their context in the "American narrative,"--to affect international and domestic health policy, both proposal and implementation, is analyzed. The complexity of the implications for U.S. foreign policy as well as for disease outbreaks and potential bioterrorism are illustrated, with liberal references to the works of novelist James Joyce, film director Frederico Fellini, and economist/political activist Robert Reich.
