    The HIV/AIDS epidemic is one of the world's most serious development crises. An estimated 3 million people died of AIDS in 2003 and 5 million acquired HIV -- bringing the number of people living with the virus around the world to 38 million. Without decisive action, not only will we fail to achieve the goal of reversing the spread of HIV/AIDS, but worse: the number of people infected is likely to double in less than a decade. International funding to respond to the epidemic has increased, but it will take comprehensive and sustained intervention in both high and low prevalence countries to turn the tide. (excerpt)
