Abstract: Migratory movements have ceased to act as a safety-valve for the Italian economy. the traditional outflows have bee drastically reduced while at the same time unprecdented immigration from developing countries has reached levels that can no longer be ignored. The arrival of these new migrants has added to the pressures on the domestic lobor market, highlighting more fundamental problems such as the failure of certain sectors to modernize, the scale of the informal economy, and the need for social welfare reorganization. The poor living and working conditions of the illegal immigrants have become a cause for public concern. The draft legislation currently under discussion represents an initial attempt to tackle the problems involed.
