The assessment process facilitates the development of action plans for quality improvement that can help clinics address policy, operations, training, and other program areas needing adjustments and change. The tool also provides essential baseline information, allowing for repeated applications to examine changes and the impact of program interventions. Although the tool is primarily for use by a team, it may also be used by an individual. Determining minimum requirements for youth-friendly services is a difficult task. Given the great differences in contexts and availability of resources, there is no simple means for quantifying quality of care and services. This assessment tool can help determine what each facility or program needs in order to improve the quality of adolescent reproductive health services and design appropriate alterations or interventions.
