Abstract:
A review of spatial distribution policies in developing countries is presented. It is noted that "aggregate rates of population growth and net migration rates remain high in developing countries causing a large increase in the absolute numbers moving to cities, especially in areas where the level of urbanization is still very low." It is suggested that "the criterion of slowing down primate city growth should not be the test of success for spatial distribution policies and that a superior criterion would stress raising the living standards of all the national population, regardless of whether they live in the primate city, other cities and towns, or in rural areas."
